How Swap Global presents shipping at checkout
Swap Global bundles the shipping rate, taxes, and fees into a single shipping line. From Shopify's perspective, this entire amount is treated as the shipping cost.
When a discount code reduces or removes the shipping line (for example, a "Free Shipping" code), it removes the entire amount — including taxes and fees bundled within it.

Applying a free shipping code removes the full $17 shipping line — not just the $10 base shipping rate.
What this means
If you run free shipping promotions, taxes and fees will also be zeroed out for the customer. This is expected behaviour given how Shopify handles the shipping line.
