This article explains how to determine the correct HS code for bundles, kits, and sets — known as composite goods in HS classification.


Classification guidelines

Follow these steps when classifying a bundle, kit, or set:

  1. Check for a specific HS code: Some bundles have their own dedicated HS codes — for example, test kits and travel toiletry sets. Check the common HS codes table below first.

  2. Look for common characteristics: If all items in the bundle share a common nature, classify accordingly. For example, a LEGO set contains only toys, so it falls under HS Code 9503.00.

  3. Identify the principal item: If the bundle contains items without common characteristics, identify the dominant item and classify based on that. For example, a hammer-and-nails set would be classified based on the hammer.

  4. Classify separately if needed: If there is no principal item or common characteristics, classify each item separately, or consult a licensed customs broker.
